Declined entries are candidates that passed every deterministic gate and a human still did not approve \\u2014 recorded because a control set that silently omits them cannot be audited for why. As of version 2, every entry also carries the approver's EIP-712 signature over the exact proposal it decides, so the identity behind each decision is recoverable by anyone holding these bytes; the
